OTIF Is Now A Vendor Scorecard Metric. Is Your Business Ready?

OTIF: Full Form. What is it and why buyers track it?

A bag manufacturer we spoke with recently got a call from one of their largest buyers, a retail chain that sources jute and canvas bags across multiple vendors. It wasn’t a complaint about quality. It wasn’t a pricing renegotiation either. Instead, it was a review of their vendor scorecard, and one number on it stood out: OTIF, sitting at 78%.

When “On Time” Isn’t The Whole Story

The manufacturer’s own internal tracking said their delivery performance was fine. Orders were going out on time, more or less. What they hadn’t accounted for was that a chunk of those “on time” orders were shipped short. A few hundred units held back on one style. A partial lot on another, made up in a follow-up delivery a few days later once the missing pieces cleared quality or stitching finished. On their own books, that looked like a minor operational hiccup. It’s the kind of thing that happens when multiple product lines run through the same stitching and finishing lines. On the buyer’s scorecard, however, every one of those split shipments counted as a miss.

This is happening more often, and not just to large manufacturers. As organized retail chains, marketplaces, and OEM buyers formalize their vendor management, OTIF has become one of the standard metrics they track. It often comes with real consequences attached. A buyer might quietly shift future order volume to a vendor with a cleaner scorecard. They might apply a penalty clause on delayed or short shipments. In some cases, they drop an underperforming vendor from the approved list entirely at the next tender cycle. A supplier can be doing everything they think is right and still show up as underperforming on a report they’ve never seen.

What OTIF Actually Means

OTIF stands for On Time In Full. It sounds like a simple idea, and it is, once it’s spelled out properly. It measures two things: whether the order arrived by the promised date, and whether it arrived complete. No short-shipping, no splitting across multiple deliveries. Both conditions have to be true for that order to count as a success.

The four possible outcomes for any single order look like this:

  • On time ✅, In full ✅ → OTIF met
  • On time ✅, In full ❌ → OTIF failed
  • On time ❌, In full ✅ → OTIF failed
  • On time ❌, In full ❌ → OTIF failed

Why This Catches Manufacturers Off Guard

Only one of those four rows counts as a success. That’s the part that catches most manufacturers off guard. It’s easy to track on-time delivery in isolation and feel reasonably good about the number. It’s much less common for a business to also track, order by order, whether the full quantity went out with that delivery. Run both checks separately and each one might look acceptable. Run them together, however, the way a buyer’s scorecard does, and the combined number often comes in lower than either metric alone would suggest.

That gap, between what a manufacturer believes their delivery performance looks like and what a buyer’s scorecard actually shows, is the real risk here. It’s not that OTIF is a new or complicated concept. It’s that most businesses aren’t measuring it the way their customers are. As a result, the first time they find out their real number is often the moment someone else already has it in front of them, attached to a decision about their account.
